President Bush, with the encouragement of Housing Secretary Jack Kemp, offered hopeful words about the possibility of building "affordable housing" for the people who need it. "If we want to have affordable housing for all, and that's certainly our objective and goal," the President said, "we've got to confront this problem of bureaucracy and excessive red tape."
